Background of the Study

Agriculture remains a major economic driver in Kankia Local Government Area (LGA) of Katsina State. The agricultural sector relies heavily on government funding for the provision of infrastructure, training, and subsidies to boost production. Financial accountability in the management of agricultural funding is critical to ensuring that resources are utilized effectively, enhancing productivity and sustainability. The study will evaluate the current practices in governmental accounting, focusing on how funds allocated for agricultural projects in Kankia LGA are managed, monitored, and reported, and how these practices influence agricultural development.

Statement of the Problem

Despite significant agricultural funding by both state and federal governments, challenges persist in ensuring that allocated funds are properly utilized in Kankia LGA. Instances of fund mismanagement, diversion, and misuse have led to inefficiency in the execution of agricultural projects. The role of governmental accounting in promoting transparency, accountability, and the correct allocation of funds remains under-explored. This study aims to evaluate the extent to which governmental accounting practices contribute to financial accountability in agricultural funding.

Aim and Objectives of the Study

1. To assess the role of governmental accounting in ensuring financial accountability in agricultural funding in Kankia LGA.

2. To examine the challenges hindering proper financial accountability in agricultural funding in Kankia LGA.

3. To propose strategies for improving financial accountability in agricultural funding through enhanced governmental accounting practices.

Research Questions

1. How do governmental accounting practices impact financial accountability in agricultural funding in Kankia LGA?

2. What are the major challenges in ensuring financial accountability in agricultural funding in Kankia LGA?

3. What improvements can be made to governmental accounting practices to enhance financial accountability in agricultural funding?

Research Hypotheses

1. H₀: Governmental accounting practices have no significant effect on financial accountability in agricultural funding in Kankia LGA.

2. H₀: There are no significant challenges in ensuring financial accountability in agricultural funding in Kankia LGA.

3. H₀: Improvements in governmental accounting practices do not significantly enhance financial accountability in agricultural funding in Kankia LGA.

Significance of the Study

This study will provide valuable insights into the relationship between governmental accounting practices and financial accountability in agricultural funding. It will suggest improvements to enhance financial management in agricultural projects, contributing to sustainable agricultural development in Kankia LGA.

Scope and Limitation of the Study

The study will focus on agricultural funding in Kankia LGA, Katsina State. Limitations include potential difficulties in accessing comprehensive financial records and cooperation from local government officials due to sensitivity in disclosing financial details.

• Financial Accountability: The responsibility to ensure that funds are used appropriately, transparently, and effectively for their intended purposes.

• Governmental Accounting: The process of managing public funds through transparent and accountable financial systems.

• Agricultural Funding: Financial resources allocated for agricultural development projects, including infrastructure, training, and subsidies.
